From my experience I will share a little about Vale - Wind talker
With this equipment, Vale can deal a huge amount of damage to the enemy's main units. Lightning Truncheon can be replaced with Sky Piercer If Vale has achieved 2-4 kills and died at least 0-1 times, then he can use Sky Piercer well.
Flicker is the best Battle Spell for it to escape from a fight or to create a sudden situation. You can also use Flameshot to finish off enemies trying to escape combat or to protect yourself from would-be assassins. Purify is also a good choice against enemies with a lot of CC or enemies that can mark us (Karie, Brody, Yuzhong,....)

This Emblem will deal massive damage to enemies, often used on low health main damage dealers to finish them off faster.
In the early game, you should only exchange skills to get level 2 quickly to gank in Gold lane and return to Mid lane to farm second wave of minions to get Lv3. Then go gank in Exp lane and also teammate in Exp lane to fight for Exp Crab so that both can get Lv4 to prepare for the fight to fight for Turtle.
Like other Mages, Vale will move when he has vision from the Hyper and Roam positions to be able to gank more safely. We should prioritize ganking in the Gold lane so that our MM team can farm comfortably.
In the late game, Vale will move carefully between bushes to attack the enemy's main damage dealers.
A little tip from Vale. His 2nd skill can gain vision around the tornado's stopping point. Use it to check sight and move appropriately at each stage.
Good with Tigreal: Vale can combine very well with Tigreal. Taking advantage of Tigreal using Ultimate, Vale can use the combo most accurately.

Watch out for Suyou: Vale is countered by Suyou. Suyou has 2 skills: assassination and escape, so it will be very difficult for Vale to use combo on Suyou.

Extreme cooldowns and abilities to strike again after the ultimate
Help on the mid for the humbler to get the plant if he opts for it, if possible gank gold, but focus on getting lvl 4 on your lane
Good with Carmilla: Carmilla provides a lot of stuns which vale can benefit from
Good with Belerick: Great combo with ult from Belerick, also removes the enemy focus from Vale
Good with Atlas: One of the deadliest combo, Atlas gathers all the enemies on one spot which makes it perfect for Vale to execute further CC and damage
Good with Tigreal: Same as with Atlas, Vale combined with a skilled Tigreal which can ult a whole team in a flash making Vales job much easier.
Good with Johnson: I like to utilize Johnsons ability of fast transport and ramming into the enemy executing all Vale skills after that, would recommend to flicker out of the crash zone.
Watch out for Franco: Francos ult and hooks make the enemy an easy prey for Franco

💎The "Speed" Factor: Between Blood Wings, your Arcane Boots, and your Passive, Vale becomes nearly impossible to catch on the map. 💎Late-Game Scaling: Holy Crystal and Divine Glaive ensure that even if the game goes past 15 minutes, you can still one-shot the enemy Marksman.
💎Ult-flicker: You can cast your Ultimate and then immediately Flicker to reposition yourself while the animation is playing. This helps you stay safe while your "storm" is doing the work.

💎Maximum Rotation: Vale is a "roaming" mage. Agility allows you to zip between Mid Lane and Gold Lane to help your teammates, get an assist, and trigger your passive faster. 💎Early Game Lead: Bargain Hunter is vital because Vale is relatively weak until he gets his first two core items. Getting them 5% cheaper can mean the difference between winning or losing the first Turtle fight. 💎The "Burn" Finish: Sometimes an enemy survives your ultimate with 5% HP. Lethal Ignition acts like a mini-Flameshot, automatically striking them with extra damage to ensure they don't walk away

This build is good for high movement speed and burst damage enabling vale to rotate quickly to side lanes to provide support and pressure.
Flicker helps vale to escape difficult situation, since vale is low mobility mage this hero is more susceptible to being caught and focused by enemies, especially by heroes with high mobility and crowd control making him easy to be caught

This mage emblems sets is highly recommended for this hero making vake hard to reach due to his fast movement speed allowing vale to reposition himself more quickly and harder to chase since vale passive is focus on mobility the more assists or eliminate enemies you have the faster he gets
EARLY: Focus on farming minions to gain levels and gold quickly. MID GAME: Look for opportunities to gank side lanes, especially if your teammates are pushing forward. Use the vale skills to poke or to eliminate the target Late Game: Focus on building items that enhance your damage out put, it's good to build glowing wand especially for the high heroes with high healing, shield, or lifesteal ability. Try to build winter crown to help your hero to dodge enemy burst skills
Good with Atlas: Atlas has a strong crowd control capabilities, such as his ultimate (Fatal links), which ca pull multiple enemies together. This sets up a perfect opportunity for vale to follow up with his abilities, especially his ultimate (Wind storm).

Watch out for Kadita: She is Vale's biggest nightmare. She can immune his knock-up with her first skill, heal through his poke with her passive, and dive him instantly.
Watch out for Chou: His second skill makes him immune to CC (crowd control). He can dash through your whirlwind, kick you out of your tower, and ******** before you can react.
Watch out for Hanabi: Hanabi have no dashes. If she steps too forward,Vale's second skills is almost impossible for them to dodge.
Watch out for Zhask: Vale can burst down Zhask's summon (the Spawn) and Zhask himself from a safe distance.
Watch out for Estes: While Estes heals a lot, he forces his team to "clump up" together. A grouped-up team is the perfect target for Vale's massive AoE ultimate.
Watch out for Ling: Facing ling can be challenging due to high mobility, ling's ability can dash through walls and quickly traverse the map allows him to reach vale easily, even if vale tries to maintain distance
